A ‘tremendous asset’: Bonnie Plafcan celebrated as Dare County’s Oct. 2025 Employee of the Month

Bonnie Plafcan, who serves as Assistant Human Resources Director for Dare County, has been named Dare County Employee of the Month for October 2026. The prestigious award was presented to Plafcan by Human Resources Director Elizabeth Reilly during the Dare County Board of Commissioners meeting that was held on Monday, October 5, 2026.

“It is my pleasure today to honor and present October’s Employee of the Month to Bonnie Plafcan,” Reilly said as she began her presentation. “She has been with Dare County for ten years. She was in Health & Human Services for eight and a half years, and she’s been in Human Resources for one and a half years. She is a tremendous asset to Dare County.”

As Reilly continued her remarks, she highlighted the wide range of duties and responsibilities Plafcan is tasked with in her role as Assistant Human Resources Director, as well as the many ways she provides support and assistance to Dare County’s 700-plus employees on a daily basis.

“She handles the retirements for Dare County; therefore, she is loved by all. She also manages all retirees regarding their Medicare supplement and their prescription drug plan,” said Reilly. “Time and attendance; employee recruitment; interviewing employees; employee relations; NeoGov administration; and managing our front desk, floater, and courier employees are a few of her other duties—just a few!”

Beyond the many important responsibilities that come with her position, Reilly also spoke to the dedication and professionalism that make Plafcan such a valued member of the Dare County team.

“Bonnie is top notch,” she continued. “She is a great listener. She takes an immense amount of pride in her work. She will do whatever is asked of her with a smile on her face. She’s a pleasure to work with and is dedicated to Dare County and the Human Resources and General Services Department.”

Reilly also shared remarks from a colleague who nominated Plafcan for the Employee of the Month recognition, highlighting the personal qualities and commitment to others that have made such a positive impression on those who work alongside her.

“Bonnie’s nomination states, ‘Bonnie is kind, attentive, hardworking, and consistently available to support her employees in a professional and compassionate manner,’” Reilly said. “‘She goes above and beyond to accommodate her employees and genuinely cares about their well-being, both in and beyond the workplace. What stands out most about Bonnie is her integrity and admirable moral compass. She respects and upholds policies while also treating employees with fairness, understanding, and compassion. She leads by example and demonstrates that professionalism and genuine care for others can coexist. Bonnie’s leadership, integrity, and genuine concern for her employees makes a positive difference in our workplace. I truly believe she is deserving of this recognition.’”

“This nomination sums up Bonnie to a T,” Reilly said as she concluded her remarks and presented Plafcan with the Dare County Employee of the Month award for October 2026. “Again, thank you, Bonnie, for your dedication to Dare County and all of the employees you serve. You are a true asset!”
